WASHINGTON — Republican Sen. Joni Ernst of Iowa has spotlighted a resurfaced earmark request by Rep. Ilhan Omar (D-Minn.) for a $1.03 million federal grant to a Somali-focused nonprofit in Minnesota, raising questions about oversight and potential waste in taxpayer-funded addiction recovery programs.
In a January interview on Fox Business that has resurfaced, Ernst scrutinized the earmark for Generation Hope MN’s Justice Empowerment Initiative. The program was intended to provide addiction recovery support and job training specifically for East African communities struggling with the opioid crisis. The request was co-sponsored by Minnesota’s Democratic senators, Amy Klobuchar and Tina Smith.
However, the funding was ultimately stripped by House appropriators before the fiscal 2026 spending bill passed, according to details shared in the resurfaced segment.
Ernst, joined by Sen. Mike Lee (R-Utah), has called for a formal Justice Department investigation into Generation Hope MN and similar organizations. The senators cited concerns over the group’s operational transparency: its leaders are listed at a single address, and the nonprofit shares a physical building with Sagal Restaurant and Coffee in Minnesota.

The episode comes against the backdrop of Minnesota’s well-documented history of large-scale fraud in federal aid programs. Most notably, the state was rocked by the $250 million Feeding Our Future scandal, one of the largest fraud cases in U.S. history involving misuse of child nutrition funds. While Ernst and Lee have drawn parallels, no charges have been filed against Generation Hope MN or its leaders in connection with the earmark request.
A spokesperson for Rep. Omar did not immediately respond to a request for comment. Supporters of the earmark have described the Justice Empowerment Initiative as a targeted effort to address the disproportionate impact of the opioid epidemic on immigrant and East African communities in Minnesota, where overdose rates have risen sharply in recent years.
The development highlights ongoing partisan tensions over congressional earmarks, with Republicans increasingly scrutinizing Democratic-backed community grants for potential conflicts of interest or inadequate vetting, even as both parties have historically used the process to direct funds to local priorities.
Generation Hope MN has not issued a public statement on the matter as of this reporting.
